The Carderock Division, Naval Surface Warfare Center (CDNSWC) intends to award a sole source contract to Advanced Rotorcraft Technology, Inc. of Mountain View, CA, to procure the FLIGHTLAB Development, Analysis and Execution Software System with one (1) year extended maintenance. FLIGHTLAB is an analytical modeling environment specifically tailored for the modeling of helicopter systems, and allows both a high degree of fidelity and the capability to integrate all major subsystems of the vehicle into single simulation. FLIGHTLAB is the only commercially-available product that provides these capabilities, and is the only product that provides a fully-integrated solution of the complete set of non-linear dynamics equations for the entire system. It is anticipated that the contract shall be a firm fixed price supply contract, obtained on a sole source basis by the authority of 10 U.S.C. 2304(c)(1), based on only one responsible source. Delivery is required by 01 April 1996. Note 22 applies to the extent that the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. (0024)
