The Committee for Purchase from People Who Are Blind or Severely Disabled (Committee) is interested in pursuing partnerships with commercial manufacturers of chemical and floor care products who meet the following criteria: Possession of a nationally known brand name product (manufacturers must submit data demonstrating national sales, recognition, etc.); significant sales to Federal Government users throughout the country; willingness to enter into a multi-year agreement, which includes technical assistance, to have a nonprofit agency that meets the criteria of the Javits-Wagner-O'Day (JWOD) Program make and/or package the product in question, thereby creating employment for people who are blind or severely disabled; willingness to provide technical support to the end-users of the products, if appropriate, and possession of a system to provide that support; commitment to working independently and with the JWOD team to market the product to Government customers under the JWOD Program; willingness to work with the nonprofit agency, NIB or NISH, and the Committee to assure that the product's price to GSA will result in charges to the end-user that are fair market prices; and ability to provide a system of industrial type floor care products. Manufacturers' submissions must demonstrate that each specific product being proposed meets the various criteria, as well as indicate what functions the nonprofit agency employees would perform.
