The proposed contract action is for supplies or services which the government intends to negotiate for and award on a sole source basis to Global Environmental Systems, Incorporated, under the authority of FAR 6.302. It is the government's belief that Global Environmental Systems, Inc., is the only source capable of providing all of the mandatory requirements of this notice. Other organizations capable of supplying this system may submit clear and convincing documentation of their capabilities including technical and pricing information within 15 days of the publication of this notice. All responsible sources may submit a bid, proposal or quotation which shall be considered. The government reserves the right not to open this requirement to competition based upon technical responses to this notice. Technical responses and request received as a result of this Notice of Intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
