PRE-SOLICIATATION CONFERENCE. Request for Proposal F41624-96-R-5006 for
research and development in support of the Technical Training Research
Division of Armstrong Laboratory (AL/HRT), Brooks AFB, TX. This effort
will design, develop, field, test, and evaluate a software system for
providing intelligent performance support for interactive courseware
(ICW) design, develpment, and delivery. The system will build on
previous and current research at the Arstrong Laboratory and other
laboratories studying automated instructional design, and will be used
as a research platform to guide further efforts in automating
instructional design as well as providing an intelligent authoring
package for ICW (reference Sources Sought Synopsis PKR-SSS-95-12,
published 20 Sep 95). A conventional solicitation will not be issued
but will appear in a subsequent edition of the Commerce Business Daily
(a minimum of 25 days from this announcement). Solicitation and
contract will be in accordance with the Research and Development
Streamlined Contracting Procedures (RDSCP) referenced at DFARS 235.70.
A draft Statement of Work (SOW) and suggested data requirements will
be issued to all firms who responded to the Advance Sources Sought
Synopsis (SSS), as well as this announcement, prior to release of the
RFP. The draft SOW will also be posted to the World Wide Web at URL:
''Http://www.brooks.af.mil/AL/HR/AIDA/AIDA96.htm'' and the HSC SARAH
home page brooks.af.mil. Firms who have already responded to SSS need
not respond to this NOCA. A presolicitation conference to present a
technology demonstration and answer questions concerning the draft
Statement of Work will be held on 8 February 1996, 9:00 am at Bldg 578,
7909 Lindbergh Drive, Conference Room 218, Brooks AFB TX. Additionally,
a one-hour one-on-one conference period is available on the afternoon
of 8 February and the following day for serious Offerors to ask
competition sensitive questions. Comments and /or questions (verbal or
written) regarding any aspect of the Statement of Work (SOW) or
contracting procedures can be asked. All potential offerors are
strongly encouraged to submit written questions in advance of the
conference or contact the technical managers, Capt Paul K. Daly and/or
Dr Dan Muraida, (210) 536-2981 for technical questions, and/or the
contract negotiator, Ralph Urias, (210) 536-5776, for contractual
questions. Written comments and/or questions should be submitted to:

an appointment. This acquisition is a 100% Small Business Set-Aside.
The SIC code for this acquisition is 8731 with Business size of 500 of
less employees. A supplemental package, containing the Statement of
Work (SOW), Data, and a copy of DFARS 235.70 will be issued the same
day solicitation appears in the CBD to all small businesses on the
source list. The source list is made up of all firms responding in
writing to this notice and those small businesses who responded to the
sources sought announcement. A preproposal conference will not be
held. All contact with government representatives (except the
Contracting Officer or the Contract Negotiator) shall cease when
