is being circulated in accordance with Article 10.6. G/TBT/Notif.
95.345. 1. Member to Agreement notifying: HONG KONG. If applicable,
name of local government involved (Articles 3.2 and 7.2). 2. Agency
responsible: Trade and Industry Branch. 3. Notified under Article
2.9.2. 4. Products covered (HS or CCCN where applicable, otherwise
national tariff heading. ICS numbers may be provided in addition, where
applicable): Toys and 13 children's products. 5. Title and number of
pages of the notified document: Proposed Amendments to the Toys and
Children's Products Safety Ordinance (4 pages). 6. Description of
content: (a) IDENTIFICATION MARKING We propose that the identity (with
address) of the local manufacturer, importer OR supplier of toys and
children's products be included in the identification mark in EITHER
ENGLISH OR CHINESE OR BOTH when the concerned products are put on sale
in the Hong Kong market. (b) BILINGUAL SAFETY LABELLING All safety
labels of toys and children's products should be provided in BOTH
ENGLISH AND CHINESE LANGUAGES when the concerned products are put on
sale in the Hong Kong market. 7. Objective and rationale: 6(a) Aims at
enhancing the effectiveness of our Customs and Excise officers in
taking enforcement actions. 6(b) Aims at enhancing the safety of
consumers, especially children. 8. Relevant documents: The Toys and
Children's Product Safety Ordinance, Cap 424. 9. Proposed date of
adoption and entry into force: Amendments will be made to the Ordinance
by early 1996. However, they will only come into effect after the lapse
of a eight-month grace period. 10. Final date for comments: 31 December
