The goal of this solicitation is to cut the transportation costs and delays associated with transporting aircraft to facilities outside of Korea, to keep the aircraft in Korea where needed during modification, and to take advantage of significant Korean cost sharing funds available under a U.S. - Korea Protection Treaty and accompanying Memorandum of Agreement. This solicitation is also intended to increase the industrial base for such work in Korea. The acquisition is for limited Time Compliance Technical Orders (TCTOs) known as ''FALCON UP'', full aircraft strip and paint, ''Drop-In'' Maintenance, and other modifications to United States Air Force (USAF) F-16, Block 30, C/D model aircraft stationed in Korea. Modification work will be for the specified TCTOs and for ''Drop-In'' Maintenance. At this time there is a firm quantity of aircraft projected for modification and strip and paint, but no firm quantity for ''Drop-In'' maintenance. The effort is to begin in October 1996. Flow time for each aircraft modification must not exceed four months. Contracting effort will be FY96-01. Subject to the Government's consideration, any interested viable Korean contractor, which is not already determined capable to provide the required service, will submit a concise and program specific response presenting sufficient information to substantiate that they have: (1) The necessary knowledge and understanding of the requirement. (2) Facilities and employees with satisfactory qualifications, and (3) Appropriate management, engineering experience, and knowledge with F-16 C/D, Block 30 aircraft to conduct the modification without technical, schedule or cost risk to the United States government. In addition, a viable source which has not yet been determined capable, will need to conduct a demonstration of capability prior to award of contract. The response shall describe the potential offeror's qualification in the following areas: (1) F-16 maintenance skills. Describe current and past F-16 modification and maintenance conducted by the potential offerors and it's relevance to services described herein (2) Management System. Describe the management approach to be employed on the program. (3) Personnel experience. Describe the qualifications of personnel projected to work on this program. Management, engineering, and technical personnel should be experienced on modification of the F-16 C/D, Block 30 aircraft. (Include the details of those program/contracts worked.) (4) Facilities. Describe those facilities located in the Republic of Korea to be provided and how they meet current United States Air Force Safety and Security Standards. (5) Demonstration of capability. Describe a plan and schedule, prior to contract award, that demonstrates potential offeror's capability to perform the tasks required. The proposed contract is for services which the Government intends to solicit and negotiate with actual work being geographically restricted to Korea by Korean Contractors. Potential offeror's may identify their interests and capability to respond to the requirement or to submit proposals. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
