The Naval Sea Systems Command (NAVSEA) intends to issue orders on multiple occasions over the period of Basic Ordering Agreement (BOA) N00024-96-G-5422 with Hughes Aircraft Company, Ground Systems Group, 1901 Malvern Avenue, Fullerton CA 92634. Orders will be issued for engineering services, overhaul, repairs, and upgrades to the MK 23 Target Acquisition System, part of the Self Defense Surface Missile System Program. Orders will be issued pursuant to 10 U.S.C. 2304(c)(1). Hughes Aircraft Company is the developer and sole producer of the MK 23 Target Acquisition System. It is the only company which possesses the knowledge, experience, and equipment necessary to perform the tasks described. No other source has the technical qualifications and the necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
