The Department of Defense has a requirement for the refurbishment, outfitting, mooring, and management of two 10-m National Data Buoy Center buoys. One buoy will be moored approximately two kilometers offshore of the University of California, San Diego Scripps Institution of Oceanography (UCSD-SIO) pier and the other twenty kilometers off the coast of California. This will be negotiated on a sole source basis with The Regents of the University of California, San Diego, Scripps Institution of Oceanography who is the current custodian of the buoys.
