405-739-4452 published a Sources Sought Synopsis in the Commerce
Business Daily on 02 Aug 1994 seeking a responsible source with
demonstrated capabilities to provide Engineering Services for the
Advanced Cruise Missile (AGM-129A). The initial announcement went on to
explain that this missile system, co-produced by the Hughes Missile
Systems Company (Formerly General Dynamics/Convair Division) and
McDonnell Douglas Aerospace (formerly McDonnell Douglas Missile System
Company), was currently supported with Engineering Services via the
Weapon Systems Support (WSS) Contract, contract F33657-93-C-0030 which
was awarded to Hughes on 02 Feb 94. This contract was managed by the
USAF Aeronautical System Center (ASC/VCK) at Wright Patterson AFB OH
FAX 513-255-6873 and expired on 30 Sep 95. Note that responsibility for
the management of the AGM-129A has been transferred to the Oklahoma
City Air Logistics Center (OC-ALC) from the Aeronautical System Center
at Wright Patterson AFB, OH. The intent of the 02 Aug 94 Sources
Sought Synopsis was for the OC-ALC Contracting Officer to determine the
degree of industry interest in providing Engineering Services for the
AGM-129A missile system. Several responses were received from both
large and small businesses. The AGM-129A System Program Office then
began an effort to assemble the necessary documentation to support a
competition between qualified sources since the former ASC/VCK contract
was due to expire on 30 Sep 94. After a review of the AGM-129A
information available it was decided by the Designated Acquisition
Authority (DAC) that the Government was not able to compete Engineering
Services beyond the two production sources of the AGM-129A until such
time as uncertainties in the area of Data were resolved. Accordingly,
the DAC authorized the Contracting Officer to issue a Request For
Proposal restricted to the two production sources (Hughes and McDonnell
Douglas) with the goal of awarding a one year contract with a provision
for a 120 days extension. This authorization was with the understanding
that an examination of the data available to the System Program Office
would be made which would determine to what degree competition to
provide these AGM- 129A Engineering Services would be feasible in the
future. A Restricted Sources Synopsis was then published on 13 Jun 95
which resulted in the award of Contract F34601-95-C-0902. This contract
was to awarded to Hughes Missile System Company (Tuscon, AZ) for
Engineering Services to support the USAF AGM-129A Advanced Cruise
Missile for the period of 02 Oct 95 through 30 Sep 96 (with a 120 day
option). This Sources Sought Synopsis continues the Governments effort
to identify a contractor or contractors that are able to provide
Engineering Services to support the AGM-129A Advanced Cruise Missile.
The replacement for the present contract, F34601-95-C-0902, is
envisioned to be in effect for a total of five years (basic year with
four one year options). Note that as a result of the Governments
ongoing effort to resolve the areas of Data uncertainties the
Government office charged with the responsibility for AGM-129A support
(the System Program Office) position is now thay any contractor or
contractors interested in providing AGM-129A Engineering Services must:
1) Have access to both AGM-129A Design Engineering Data and AGM-129A
Design Expertise, 2) Have access to an AGM-129A Systems Integration
Laboratory, 3) Have access to a USAF approved Radar Signature
Measurement facility, and 4) Be able to provide the required level of
security to protect information utilized and generated in the
performance of AGM-129A related Engineering Assignments. It is the
intent of the System Program Office that on Hughes or McDonnell Douglas
can meet these criteria in such a manner to be able to provide these
services to the satisfaction of the Government. It is the intent of the
Government to issue a Request For Proposal for these Engineering
Services to the two sources identified above during March 1996 with the
goal of having a Time and Materials contract awarded by 29 Jan 1997
(the last day of contract coverage for the current contract,
F34601-95-C-0902 utilizing the 120 days option). The System Program
Office and the Contracting Officer are sponsoring a Pre Solicitation
Conference at the Oklahoma City Air Logistics Center in Bldg 3001 on 14
Feb 96 (Wednesday). Interested Contractors for this acquisition may
attend this conference to receive an unclassified briefing on the
AGM-129A Advanced Cruise Missile and the draft Request for Proposal.
Prospective Contractors are encouraged to submit questions in writing
(no phone calls) to the PCO (see FAX Number and address above) prior to
the conference. Contractors are restricted to a limit of three (3)
personnel attending the conference due to space limitations. The
anticipated award date will be 29 Jan 97. Written procedure will be
