The Contractor shall provide 6% of the annual operational beamtime available on experimental stations X-11A and X-11B to Dr. Azzam N. Mansour of Naval Surface Warfare Center, Carderock Division (NSWCCD). Dr. Mansour, a 6% member of the X-11 Participating Research Team (PRT) will conduct X-ray Absorption Fine Structure (XAFS) Spectroscopy experiments on battery materials, multilayered magnetic thin films and other materials of technological importance to the Navy. The beamtime will be provided during FY96 in three allotments through mutual agreement between Dr. Mansour and the Contractor. The experimental set up of stations X-11A and X-11B with their unique monochromators facilitates conducting experiments in the X-ray photon energy range of 2 to 40 KeV. That is, the structure of most materials can be investigated on these stations. The X-11A and X-11B experimental stations are also equipped with additional unique and expensive instrumentation such as the liquid He refrigerator, fluorescence detectors, proportional counters, glancing angle stage. Only one responsible souce and no other supplies or services will satisfy agency requirements under the authority of FAR 6.302.1. This requirement is a sole source procurement with Brookhaven National Laboratory. (0024)
