Y -- LIQUID OILY WASTE SYSTEM, U. S. COAST GUARD SUPPORT CENTER, KODIAK, ALASKA SOL DTCG87-96-B-643022 DUE 040896 POC R. J. Garrison, Contracting Officer 907/463-2441 Provide all materials, equipment, transportation and perform labor for the construction of a new, small, oily waste processing facility which includes removal and disposal of existing piping, equipment, and concrete; cleaning and reuse of existing equipment and tanks; construction of a new wood frame metal sided building; installation of process pumps, piping, valves, new insulated tanks, utiliducts and utilidors; an electrical power and control system; a fire protection system; heating and ventilation; site work including buried piping, and site preparation; and other miscellaneous improvements (BASE BID). The project also includes three option items: (A) 1.1) Provide all materials, equipment, transportation and perform labor to install a new Used-Oil Tank T-5; its concrete foundation; all electrical, mechanical, and structural items to be provided with the tank; all piping between Tank T-5 and Valve V-17; and the glycol heating loop and tank heater for Tank T-5. 1.2) Provide all materials, equipment, transportation and perform labor to install a new Oily-Water Tank T-3; its concrete foundation; all electrical, mechanical and structural items to be provided with the tank; all piping between Tank T-3 and Valves V-18, V-19 and V-20; the glycol heating loop and tank heater for Tank T-3; Chemical Feed Pumps PP-4, PP-5 and PP-6 and their piping, electrical and control systems, support stands, chemical feed tanks and all other appurtenances associated with pumps PP-4, PP-5 and PP-6 (OPTION ITEM #1). (B) 2.1) Provide all materials, equipment, transportation and perform labor to install a Radio control system from Liquid Oily Waste processing facility to the steam plant (OPTION ITEM #2). (C) 3.1) Provide all materials, equipment, transportation and perform labor to install a Steam Washdown Station and associated piping, hosing, etc., a Bypass road around the Liquid Oily Waste processing facility and removal of some of the piping adjacent to Pit H, stainless steelhousing instead of carbon steel housings for equipment items ME-4 and ME-3 (OPTION ITEM #3). The Government may award the option items at the time the base bid is awarded. Work is located at U. S. Coast Guard Support Center, Kodiak, Alaska. Solicitation to be issued on or about April 9, 1996. Estimated cost range for this contract including options is between $1,000,000 and $5,000,000. The time for completion is on or before October 26, 1996. Award is subject to the availability of funds. All responsible sources may submit a bid which shall be considered by the U. S. Coast Guard. Requests for bid documents must be submitted and received by this office not later than 3 March, 1996. This procurement is being issued pursuant to the Small Business Competitiveness Demonstration Program. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business utilization (OSDBU), has programs to assist minority, women-owned and disadvanaged business enterprises to acquire short term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
