Etchberger, (713) 483-8530 NASA/JSC plans to issue a Request for Offer
(RFO) for Repair Aircraft Operation Facilities - Various Buildings -
Ellington Field. The project provides for selective repairs and/or
replacement of identified architectural, mechanical, and Electrical
Systems in Buildings 136, 137B, 270, and 990 at Ellington field. Work
also includes replacement of interior and exterior building and roofing
components, air-conditioning and condensing units, related mechanical
equipment, electrical panels, transformer wiring, and associated
lighting protection as it is identified. The period of performance is
250 calendar days. The SIC code is 1541. This procurement is being
conducted under the NASA/JSC MidRange Pilot Test Program approved by
the Office of Federal Procurement Policy on April 16, 1993 and is a
small business set-aside acquisition. Request for copies of the RFO,

publication in the Commerce Business Daily (CBD) -- Firm date for
receipt of offers will be stated in the RFO. All responsible small
business concerns may submit an offer which shall be considered by the
agency. Any documents related to this procurement, except for the
drawings and secifications, will be available over the Internet. --

(WWW) server, which may be accessed using client browsers, such as,

appointed to hear concerns from offers and potential offerors during
the preaward and postaward phases of this acquisition. The purpose of
the ombudsman is not to diminish the authority of the contracting
officer, but to communicate concerns, issues, disagreements, and
recommendations of interested parties to the appropriate Government
personnel and to work to resolve them. When requested, the ombudsman
will maintain strict confidentiality as to the source of the concern.
The ombudsman does not participate in the evaluation, or the
ajudication of formal contract disputes. Interested parties are invited

Concerns, issues, and disagreements which cannot be resolved at the
installation may be referred to the NASA ombudsman, Tom Luedtke at

It is the offeror's responsibility to monitor this site for
solicitation release. Potential offerors will be responsible for
downloading their own copy of the solicitation. Hard copies may be
viewed at the JSC Industry Assistance Office and from various plan
rooms in the Houston area. The closing date shall be the same as the
solicitation released on the Internet. -- The RFO will be released
approximately 15 days after publication of the synopsis on the Internet
or 15 days days after publication of the synopsis in the Commerce
