(301)402-2163. The National Institutes of Health (NIH) seeks an A/E
contractor (SIC CODE 1872) to provide services for various
mechanical/electrical utility related task orders relating to a large
Boiler and Refrigeration Plant located at the NIH Campus, Bethesda,
Maryland. The A/E shall be responsible for developing designs and
construction documents for mechanical, electrical and structural
systems relating to the Boiler and Refrigeration Plants. The small
business size standard for SIC Code 1872 is $2.5 million. The NIH
Contracting Officer, Milton Timmons, is conducting a market survey to
determine the availability and potential technical capability of small
businesses to provide A/E services for various mechanical/electrical
utility relating to task orders. The existing boiler plant has a total
capacity of 800,000 lbs/hour steam which includes four (4) 150,000
lbs/hour boiler, that are over 40 years old, and one (1) new 200,000
lbs/hour boiler, along with the auxiliary equipment. The chiller plant
consists of two (2) buildings. The chiller plant has a total capacity
of 48,000 tons, which includes six (6) 5000 ton new chillers and six
(6) 3000 ton older chillers. Since this is a new procurement there is
not prior procurement history. The initial task order consists of the
preparation of a comprehensive system of Operation and Maintenance
Manuals. The Operation and Maintenance Manuals shall be a single source
reference manual containing complete info0rmation for start-up,
operation, maintenance, troubleshooting and programming both boiler and
refrigeration systems. The A/E firm shall be responsible for field
testing the manuals to verify correctness and usefulness. All work and
equipment required for field investigations and tests shall be
provided by the A/E firm. The A/E firm shall prepare all technical
drawings using CADD compatible with the Government CADD system. All of
the above work must be completed within 240 calendar days after
receiving the Notice to Proceed, and without interruption to normal
operation of the existing plants. Eligibility of the A/E firm for
completing work under this contract shall be determined by the
following two (2) factors. The following two factors, 1) past
performance will be given a 50 percent weight and 2) qualification of
key peronnel will be given 50 percent weight. In light of this project
summary, interested businesses are invited to submit tailored
capability statements addressing the factors below. Firms responding to
this market survey should keep in mind that only focused and pertinent
information is requested. 1. Past Performance on Similar Projects: The
A/E firm shall demonstrate successful completion of designs and the
writing of O&M manuals for large boiler and refrigeration plants having
heating and cooling application. The projects shall closely match in
size and complexity, with steam capacities equal or greater than
200,000 lbs/hr. and chilled water capacities equal or greater than
20,000 tons. The A/E firm shall provide copies of previously completed
O&M manuals for at least two similar projects completed within the
past five (5) years. Copies of O&M manuals should demonstrate
experience and technical knowledge of steam and chilled water
generation systems and associated control technology. The documents
should show that the A/E firm possesses a clear understanding of
standards and procedures for start-up, operating, maintaining, testing,
troubleshooting and preventive maintenance of large plants. The A/E
firm shall provide a list of other designs completed, including
references for the past seven (7) years. References shall include the
name of the installation, with point of contact address and phone
number 2. Qualifications of Key Personnel: Key personnel, as a minimum,
shall include the following: Project Manager: The Project Manager must
be a registered professional engineer with a Bachelor of Science
degree in mechanical engineering and the experience joined by being
actively engaged in power plant design, operation and maintenance.
Experience must include a thorough knowledge of the electrical and
control technology application for large refrigeration and boiler
plants. This individual must possess a clear understanding of boiler
and refrigeration plant operation and must have at least seven (7)
years experience in preparing O&M manuals. Mechanical Project Engineer:
The Project Engineer must be an individual with a Bachelor of Science
degree in Mechanical Engineering. This degree may be substituted with
ten (10) years of experience in design, operation, and maintenance of
large boiler and refrigeration plants, or an individual with at least
twenty (20) years of experience operating and maintaining large boiler
and chiller plant operations. Electrical Project Engineer: The Project
Engineer must be an individual with a Bachelor of Science degree in
Electrical Engineering. This degree may be substituted with ten (10)
years of experience in electrical instrumentation and controls relating
to the design, operation, and maintenance of large boiler and
refrigeration plants, or an individual with at least twenty (20) years
of experience in providing instrumentation and control support to the
operation and maintenance of large boiler and chiller plant
operations. Technical Writer: The Technical Writer must have at least
ten (10) years of experience in writing and editing large complex
technical documents to include the development of O&M manuals.
Civil/Structural Project Engineer: The Project Engineer must be a
registered professional engineer with a Bachelor Degree in Civil
Engineering and a minimum of fifteen (15) years of experience in design
and building infrastructure utilities. This individual must have a
thorough knowledge of all building codes and state and local
regulations. (Experience cannot be considered a 100% substitute for
education and professional registration.) The key personnel shall be
those who will have the major project responsibilities. The
availability of these individuals is considered critical to the
accomplishment of the required services. These persons must be
identified by name with specific duties and responsibilities to be
performed. A statement must accompany the resumes of each person
defining the extent of availability and corporate commitment for the
proposed position. Any firm desiring consideration is to submit a
standard form SF 254 (even if currently on file) for the firm and each
consultant and an SF 255, for the team and must be received by 4:00 pm
eastern time within 30 days from the date of this publication. This is
