Systems Command (NAVAIR) intends to issue a fixed price engineering
change proposal modification under NAVAIR contract N00019-95-C-0157 for
the redesign and replacement of selected obsolete Pioneer Remotely
Piloted Vehicle (RPV) Ground Control Stations (GCS) equipment. The
changes are being undertaken to improve the GCS reliability,
maintainability, and logistic support. Changes include (1) redesign of
the lamp driver boards to provide circuit protection and reduce the
high failure rate for these boards; (2) replacement of the obsolete GCS
monitors with new interchangeable monitors; (3) replacement of the
obsolete video cassette recorder and data cassette recorder and data
cassette recorder with a new recorder which will record video and data
on one tape; (4) replacement of the obsolete joysticks used to control
the air vehicle and redesign of the air vehicle control box covers to
accept the new joysticks. NAVAIR intends to negotiate the proposed
modification on a sole source basis with Pioneer UAV, Inc (PUI), Hunt
Valley, MD. PUI is the prime contractor for contracting for the PIONEER
RPV. Only PUI has the access to the necessary drawings, proprietary
data and technical expertise necessary to perform the required effort.
