The General Services Administration, Region 9, has received an unsolicited proposal from Carrier Corporation in accordance with Public Law 102-486 to provide energy conservation measures for the proposed new Federal Building and U.S. Courthouse to be constructed in Tucson, Arizona. The Proposal is to deliver and install equipment, controls and services with a guaranteed energy and operations and maintenance savings vis-a-vis construction to CFR 10 standards. The project is to be fully financed and guaranteed. All responsible sources that meet the prequalification conditions under FAR 15-502 and Public Law 102-486 for ESPC contracts may submit a proposal which will be considered.
