Kathleen Ferte', 202-307-1960. The U.S. Department of Justice intends
to negotiate on a sole-source basis for an interim extension of
services on contract 6C-M-CIV-0022 with Tisoft, Inc. from approx.
4/1/96 - 3/31/97 or the date of final AMICUS transition of services to
the Justice Consolidated Office Network (JCON) competitive replacement
contract. This action will only involve the extension of the contract
period of performance; it will not increase the value of the contract.
This proposed action is for services for which the Government intends
to solicit and negotiate with only one source under authority of FAR
6.302-1. Two networking technologies, referred to as AMICUS II+ and the
INS Solution, are designed to interoperate in the AMICUS environment
and are supported by Tisoft. Tisoft hold the proprietary rights to the
Data Processing Network (DPN) software, which is essential to the
architecture of the system. The AMICUS system serves the Civil
Division, the Environmental and Natural Resources Division, the
Executive Office of Asset Forfeiture, and the General Counsel's Office
of the Immigration and Naturalization Service. Since Tisoft holds
these proprietary software rights, the DOJ has determined that Tisoft
is the only firm capable of providing the services required and
maintaining the viability and interoperability of the network. This
