556-4518. The formal Request for Proposals (RFP) for the Operation,
Maintenance and Logistical Support of the Ground-Based Electro Optical
Deep-Space Surveillance System (GEODSS) wil be issued on or about 16
Feb 96. This RFP will be issued via a combination of electronic media
and hard copy, unless otherwise requested. The RFP, Statement of Work
(SOW), and most attachments will be issued on computer disk, while
certain attachments will be issued on hard copy. Offerors wishing to
receive a complete hard copy must submit a written request, along with
a formal request to be placed on the Bidder's List. All Contractors
wishing to be placed on the Bidder's List must submit in writing the
following information: Company Name, Point of Contact, complete address
to include the 9-digit Zip Code, and a statement of intent to propose.
Even if you have previously requested to be placed on the Bidder's
List, you must respond to this notice or you will not receive the RFP.
This RFP will be for 24 hour, 7 day-per-week non-personal services in
support of the 18 SPSS Detachments at Socorro, NM; Diego Garcia,
British Indian Ocean Territory (BIOT); and Maui, HI. GEODSS fulfills
the requirements for deep space and near earth space surveillance in
support of the Space Surveillance Network, for the integrated tactical
warning/attack assessment system, and for intelligence gathering.
Services consist of, but are not limited to, tasks such as: overall
program management, training, site operations such as collection of
metric observations and Space Object Identification (SOI) data,
communication and computer operations, Level I software support,
Communication-Electronics maintenance, supply support, fuels
management, Civil Engineering support, Environmental management,
Security, and Safety. Performance consists of a one (1) year base
period (01 Oct 96 to 30 Sep 97) with four (4) option periods of one (1)
year each. There will be a 45 day phase-in period before the basic
performance period. A site visit will be held at Detachment 1, Socorro,
New Mexico, on 25 and 26 Feb 96. The preproposal conference will be
held at the Peterson AFB Theater, in Colorado Springs, CO on 01 Mar 96.
Attendance is limited to three (3) persons per company including
subcontractors for the Site Visit and five (5) persons per company
including subcontractors for the Preproposal Conference. Questions
arising as a result of the site visit will be responded to informally
at the preproposal conference. RFP questions shall be submitted to the
Contracting Officer, in writing to 21 CONS/LGCXB, ATTN: Contracting
Officer, BLDG 365, 135 E ENT AVE, STE 101, PETERSON AFB CO 80914-1385.
All questions shall be submitted by 29 Feb 96 and will be officially
responded to as an amendment to the RFP. Personnel desiring to
participate in the Site Visit and Preproposal Conference, must have a
confirmed security clearance of SECRET. Accordingly, ''Visitor's
Request'' information must be submitted in writing to 21 CONS/LGCXB,
ATTN: Tom Harold, 135 E ENT AVE, STE 101, Peterson AFB CO 80914-1385,
in accordance with DoD 5220.22M Industrial Security Manual for
Safeguarding Classified Information or the National Industrial Security
Program Operating Manual. The Visit Request must be submitted seven (7)
calendar days prior to the visit. The Visit Requests shall be
hand-carried or submitted by mail. Personnel desiring to review
material as part of the Bidder's Library must have a confirmed security
clearance of SECRET. The GEODSS Bidder's Library is located at 890
Truax St, Building 605, Peterson AFB CO 80914. The Bidder's Library is
