POC Susan Wall, Contract Specialist, OP-OSO-A, 407-867-7356. This
notice constitutes a Request for Quotation for the following Items:
Item No. 1 - Aluminum Bleacher Units with a non-elevated angle frame
bleacher, 10 rows X 21 feet, net seating capacity of 113 seats measured
at 18 inches per seat. Quantity 5 each. The bleachers shall be Model
Number AA/GA 10R21, manufactured by All Star Bleachers, or an approved
equal. If other than the brand name identified is quoted, then the
quoter shall indicate the manufacturer, brand, and model/part number
quoted and provide a description in sufficient detail to show that the
product quoted meets the brand name identified. Item No. 2 -
Installation of Item No. 1. The Contractor shall install the Aluminum
Bleacher Units in accordance with the bleacher manufacturers
installation procedure. Installation shall be coordinated with the
NASA, Technical Representative. Installation shall be at a designated
site at NASA, Kennedy Space Center, Florida. Delivery and installation
required to be FOB Destination to NASA, Kennedy Space Center, Florida.
Delivery and installation is required within 45 days. This notice
serves as the only solicitation, quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Threshold portion of the
Federal Acquisition Streamlining Act. If the end product is other than
domestic end product(s) as defined in the clause entitled Buy American
Act -- Supplies, the quoter shall so state and shall list the country
of origin. The quoter shall state in their quote their size status for
this procurement as well as whether they are minority or women-owned.
The SIC code and the size standard for this procurement are 5091 and
100 respectively. Selection and award will be made on an aggregate
basis to the lowest priced, technically acceptable quoter. Technical
acceptability will be determined by information submitted by the quoter
providing a description in sufficient detail to show that the product
meets the Governments requirement. Quotations are due 30 days from the
publication of this notice. Questions regarding this acquisition must
be submitted in writing by fax to 407/867-1155 or Internet e-mail to
susan.wall-1@kmail.ksc.nasa.gov. The period of time expected for the
Contracting Officer to solicit/evaluate vendor quotes will be
approximately 45 days from publication of this notice. SPECIFICATIONS
DESIGN LOADS The bleacher shall be capable of supporting, in addition
to its own weight, a uniformly distributed live load of not less than
100 psf, a lateral sway load of 24 plf of seat plank and a
perpendicular sway load of 10 plf of seat plank. The bleachers shall be
designed to resist, with or without a live load, a horizontal wind load
of 30 psf of gross vertical projection. All seat and tread plank
members shall be designed for a live load of not less than 120 plf of
plank. Guardrailing shall be capable of safely sustaining: 1) a
horizontal trust of 50 plf applied at right angles to the top rail, 2)
100 plf of vertical load, and 3) a 200 lb. point load applied at any
location along the top rail. Under these loads, stresses in aluminum
members and connections shall not exceed those specified for Building
Type Structures by the Aluminum Association. A. Construction: The
understructure shall be constructed of welded aluminum angle. The
understructure of each unit shall consist of frames spaced at 6 feet
centers joined by aluminum angle crossbracing at adequate points to
comply with the design loads. B.Frame Member Sizes: Seat Posts: 3 x 3
x 3/16 min. (Rows 5 and 10) 1 3/4 x 1 3/4 x 3/16 min. (All other Rows)
Foot Brackets: 2 x 2 x 3/16 min. Crossbracing: 1 1/2 x 1 1/2 x 3/16
min. Rail Posts: 3 x 3 x 1/4 min. C. Rise and Depth Dimensions: Bench
Seating: 24 tread/8 rise Seat Height: 17 above respective tread D.
Decking Arrangement - Semi-Closed Deck Planking System Seats: (1) 2 x
10 anodized aluminum planks, No. 13379 Treads: (2) 2 x 10 mill finish
aluminum plank, No. 13379 Risers: (1) 1 x 6 mill finish aluminum riser,
No. 65982 (2) 1 x 6 riser at top row only NOTE: Planking arrangement
shall not allow passage of a 4 sphere. All 2 x 10 planks must have a
minimum finished height of 1 3/4 with two internal support legs. E.
Guardrailing: The bleacher units shall have guardrailing at the rear
and the sides. Railing shall be 1 5/8 O.D. anodized aluminum pipe with
end caps at ends of straight runs and elbows at corners. All
guardrails shall be secured to angle rail posts by galvanized
fasteners. Side guardrailing shall be 42 above the center of any
adjacent seat or tread and shall include a 2, 9 gauge galvanized green
vinyl coated chain link mesh fastened in place with galvanized
fittings and aluminum ties. Guardrail system to provide for 4 closure
in the triangular region formed by the tread and rise below the seat at
ends of the bleacher. F. Aisles: The bleacher units shall have (1) 4
wide center aisle with 34 high handrail and intermediate rail at
approximately 22 above tread. Handrails shall have rounded ends and be
discontinuous to allow access to seating through an approximately 24
wide space. Aisles shall be closed in the horizontal and vertical
planes. Handrails shall be 1 5/8 O.D. anodized aluminum pipe. Aisle
stair treads shall be coated with two 3M or equal non-skid strips
measuring 6 x 36 equally spaced. Raiser faces on aisle stairways shall
be painted safety yellow. G. Mud sills: 2 x 6 pressure treated pine
mud sills shall be bolted to the bottom of each bleacher frame. H. Four
lifting points will be designated on each unit for attachment of hooks
to pick up the bleacher by mobile crane for loading and unloading from
flat bed trailers, without disassembly. I. The bleacher units shall
meet all federal and state code requirements. MATERIALS & FINISHES: All
materials that the bleacher units are constructed of shall be new. Mill
test certificates shall be made available to the Government upon
request. Materials and Finish to consist of: 1. Aluminum Angle: All
structural fabrication shall be with mill finish aluminum angle,
6061-T6 alloy. All shop connections shall be seal welded by certified
welders. 2. Aluminum Planking: All seats shall be extruded aluminum
6063-T6 alloy, 204R1 clear anodized. All treads and risers shall be
extruded aluminum 6063-T6 alloy, mill finish. All end caps shall be
extruded aluminum 6063-T6, 201R1 clear anodized. All hold down clips
shall be 4-way adjustable, extruded aluminum 6063-T6 alloy, mill
finished. 3. Hardware: All structural hardware shall be ASTM-A325
bolts. All decking hardware shall be ASTM-A307 bolts. All hardware
shall be hot-dipped galvanized. MANUFACTURER QUALIFICATIONS The
bleacher manufacturer must have a minimum of five years experience in
manufacturing and installing bleachers and grandstands. Prior to award
the bleacher manufacturer must furnish a completed job history showing
at least five similar installations within the last three years.
DRAWINGS & SCHEDULES TO SUBMIT Prior to award the Contractor shall
submit shop drawings and schedules for the type, location, quantity,
and details of aluminum components required to complete this project to
Max Farley, NASA Technical Representative, for approval. WARRANTY: The
bleacher units shall be free from defects in materials and workmanship
in the course of manufacturing for a period of one year which begins on
