storage group in the Time and Frequency Division at the National
Institute of Standards and Technology (NIST), is looking for someone to
conduct nonneutral plasma physics experiments in Penning traps. This
work receives other agency support and supports the divisions efforts
on frequency standards. The nonneutral plasma physics work involves two
different experiments. In the first experiment, a careful experimental
study of the plasma modes of laser-cooled, spheroidal Penning trap
plasmas (Be+ or Mg+) will be done. These modes are interesting
theoretically because they can be calculated exactly. They are also
interesting experimentally because they provide diagnostic information
on the plasma shape and density. Of particular interest are the
asymmetric (m=/0) modes because these modes may be used to change the
plasma angular momentum and therefore possibly control the plasma
rotation frequency, density and shape. The second experiment seeks to
demonstrate the trapping and sympathetic cooling of positrons in a
Penning trap by laser cooled Be+ ions. The person conducting the
experiments must have previous experience and be an expert in
nonneutral plasma physics. Work with nonneutral ion plasmas is
extremely useful. Experience with techniques (such as the ''rotating
wall'' technique) for stabilizing and controlling the plasma rotation
frequency will be very useful for studying whether the asymmetric modes
can be used to control the plasma shape and density. Extensive hands-on
experience with the set-up and operation of frequency doubled CW dye
lasers with wavelengths in the ultraviolet is a necessity for the
completion of this work. This is not a request for quotes. Written

contain sufficient information to clearly establish ability to provide
the necessary service. No award will be made on the basis of proposals
received in response to this notice. In the absence of other qualified
sources, it is the intent of the government to negotiate a sole source
