N/a 17. The proposed acquisition will be a full and open compet ition to be awarded on a best-value basis. The contract or will perform up to 51 workyears of effort per year for up to 5 years to implement changes to engineering specifications/standard/technical data packages and engin eering change proposal required in the DA ''blueprint for change'' plan and other DA guidance. The contractor WI LL modify existing documents to bring them into complia nce with acquisition streamlining standards by incorpor ating greater use of Commercial specifications and standards. The contractor will also perform all collateral work associated with engineering configuration manageme nt control and engineering change proposal actions userfriendly-state of the ART electronic data interchange design, testing, implementation, and continuous improvem ent work directive orders. The requirements in the Cont ract will be Broad and generic. Individual work directi ves will be issued defining specific task to be accomplished. Solicitation will include sample work directives .
