Blevins, Contracting Officer. Sources Sought. The Defense Information
Systems Agency is seeking sources capable of providing a maximum of
five hundred (500) Digital Data Service (DDS) compatible Channel
Service Unit/Data Service Unit (CSU/DSU) DS0A Line Drive Modems to
perform asset standardization. The initial purchase will be fifty-five
(55) units. The potential period of performance for this effort will
be a base year with four (4) option years. Specifications: (1) Common
equipment requirements: (a) Network manageable: All units must be
network manageable from a single network management station without
patching or manual switching. All units configuration and monitoring
will be accomplished external to the user data channel. Remote units
will be configurable and provide monitoring via the facility data link
when using ESF, or in the channel overhead when in the line drive
mode, (b) Software remotely controlled via front panel: In a stand
alone point to point link, both near and far end units will be
controllable from near end front panel, and/or attached control device,
(c) Diagnostics via loop backs: All functions will be accessible via
remote interface. Equipment will perform link quality monitoring, (d)
Unit packaging/mounting requirements: Two versions of the unit will be
made available. One unit shall be a ruggedized, portable, compact
version and the other version shall be a 19 inch rack mountable design.
Both units will have the same front panel menus and remote interface,
(e) Channel interfaces shall be RS-232D/V.24, RS-422/V.11, RS-53/V.11,
V.35 and DS-1, (f) Selectable transmit clock source: Equipment will be
selectable between network and DTE timing, DTE clock will be selected
between TT and ST, (g) the modems must be usable with bulk encryption
devices and switchable between Line Driver function and CSU/DSU
function. (2) CSU/DSU Requirements: (a) One's density control:
Equipment will conform with commerical network specification for one's
density control. Greater than 15 consecutive zeros, less than 12.5%
one's. (e.g. (15 consecutive zeros, )12.5% 1's), (b) Framing: D4 or
ESF. Equipment will accomplish transcoding. When used as CSU, the
equipment and line interfaces will be independently selectable between
D4 and ESF, (c) Coding: B8ZS or AMI. Equipment will accomplish
transcoding. When used as CSU, the equipment and line interfaces will
be independently selectable between AMI and B8ZS, (d) The equipment
must be fractional T-1 capable with standard data rates (n x 56 and n
x 64). Equipment will accept data rates below 64kbs by using standard
DS0B subrate multiplexing, (e) equipment output will be adjustable via
LBO of 0, 7.5 and 15db. (3) Line Driver Requirements: (a) Equipment
must provide user data channel speeds up to 1.544Mbs, (b) Equipment
must support transmission distances of up to 5.5km, over unconditioned
24 AWG twisted pair wire, (c) Equipment must provide single or dual
channel multiplexing. Dual channel is preferred. This synopsis is for

solicitation, and shall not be construed as a committment by the
Government. Two copies of descriptive literature must be received not
later than thirty (30) days from publication of this synopsis. This is
not a Request for Proposals, do not send technical or cost proposals.
