96 -- PRODUCT VERIFICATION TEST AND STANDARD TERMINAL AUTOMATION REPLACEMENT SYSTEM (STARS) INITIAL SYSTEMS CAPABILITY DEVELOPMENT SOL DTFA01-96-R-17681 DUE 040196 POC Helen Pernell, Contracting Officer, (202) 376-7271 The Federal Aviation Administration intends to award three sole source design-to-cost fixed price contracts in the amount of $4M to the three product teams that successfully passed Operational Capabilities Demonstrations (OCD) held October - November 1995. To be eligible to compete further for possible STARS contract award, the three vendors had to have met the minimum qualifications and to have demonstrated 19 mandatory requirements during Operational Capabilities Demonstrations (OCD). The July 11, 1995 CBD announcement identified the only 7 vendors that met the FAA's minimum qualifications. Of those, three vendors formed product teams that accepted the FAA's invitation for the OCD. The three teams which passed the OCD are lead by Boeing Defense and Space Group, Raytheon Company Equipment Division, and Loral Federal Systems Air Traffic Control. Award is projected for April 1, 1996 or 45 days after publication of this announcement. These sole source contracts will enable the FAA to (1) perform a product verification test on each potential offeror's proposed Contract Award Configuration (CAC) systems and include the results as part of the STARS source selection process; (2) to continue developing the initial systems capability of STARS and (3) to perform a software review. The period of performance will be six (6) months. The FAA recognizes that the three vendor teams identified herein, might experience a change in their teaming arrangements. In that event the FAA reserves the right to requalify the vendor team. Notification should be forwarded to the STARS Contracting Officer. It is no longer practicable to accept minimum qualification submissions from industry or to conduct operational capabilities demonstrations with industry. There are no subcontracting opportunities identified with this acquisition. The STARS RFP for the production contract will be announced separately. THIS IS NOT A REQUEST FOR PROPOSAL SYNOPSIS, NOR IS THE FAA SEEKING OR ACCEPTING UNSOLICITED PROPOSALS. This acquisition is being procured under the FAA's statutory authority 49 U.S.C. 40110 (b)(2)(E) to limit competition.
