COMMERCE BUSINESS DAILY ISSUE OF JANUARY 30,1996 PSA#1520NASA/Goddard Space Flight Center, Wallops Flight Facility, Code 218,
Wallops Island, VA 23337 A -- CONTINUED SOLAR POINTING ATTITUDE ROCKET CONTROL SYSTEM (SPARCS)
SU PPORT SOL RFP5-60231/60 (CBD) DUE 030696 POC John C. Brinton,
Contracting Officer, 804-824-1493, john.c.brinton.1@gsfc.nasa.gov. This
is a notice of intent to issue Request for Proposal (RFP)5-60231/603 ON
A NONCOMPETITIVE BASIS IN ACCORDANCE WITH 10 U.S.C. 2304(c)(1) - ''Only
One Responsible Source'' - to the Lockheed Missiles and Space Company
(LMSC), 1111 Lockheed Way, Sunnyvale, CA 94088-3504. This effort will
require one additional year of SPARCS support services under current
NASA Contract NAS5-31039, which was awarded to LMSC on 5/1/91. The
contract requires support in the assembly, installation, and servicing
of highly specialized research equipment, designed, manufactured and
tested by LMSC. This procurement is for the period 5/1/96 to 4/30/97,
and involves an estimated level-of-effort of 26,052 (plus or minus 10
percent) direct labor hours. The Government has determined that it
would be impractical to have any other contractor, other than LMSC,
perform these services. To retain or establish this capability with
another contractor at this time would seriously curtail the solar
science work on sounding rocket and shuttle projects. This proposed one
year extension should permit potential competition for procurement of
any similar follow-on services. The RFP for this extension of SPARCS
support services should be issued on or about 2/05/96, with a closing
date of 3/06/96. Any firms desiring consideration must fully identify
their capabilities to perform these services within 15 days of
publication of this synopsis to the GSFC/Wallops Flight Facility and
the individuals listed above. See Note(s): 22. Collect calls not
