(GSA) intends to procure services to administer the 1996 GSA Quality
Culture (QC) and Organizational Climate Survey Project. The Contractor
will construct a GSA employee Master File based on data provided by
the Government. There are approximately 16,000 employees located in
eleven (11) regions and Central Office. The Contractor will address
Government-furnished survey packets, and follow-up survey packets, to
individual survey recipients and bulk ship them to the Regional Quality
Coordinators. The Contractor will be required to have a Business Reply
Postage Permit. Approximately 60% of GSA employees will receive a
follow-up survey packet. The Contractor will scan all completed survey
forms using Optical Character Read (OCR) technology. The Contractor
will key enter Correspondence Symbols into data records. The Contractor
will analyze the response data from the survey and produce reports of
results for no more than 200 organizations. The Contractor will
produce, collate, package, and mail copies of reports to the
appropriate recipient(s) in the Central Office and the regions. The
Contractor will examine the data for representativeness and response
bias, as well as performing several standard statistical analyses for
reliability and validity of the survey scores. The Contractor will
provide all data files to the Government on standard IBM MSDOS 3.5 inch
diskettes. The contract is subject to the Service Contract Act and the
place of performance is unknown. The Contracting Officer will request
wage determinations for specific locations if asked to do so in
writing by February 29, 1996. The contract will consist of a base
period with one renewable option. The anticipated contract start date
is the end of April 1996. All responsible sources may submit a proposal
