perform routine Dockside Vessel Maintenance including, but not limited
to, the following Minimum Items: 1) Clean Ventilation Systems. (2)
Hydroblast Chill Water System. (3) Renew: Deck Covering; #1 and #2
Boiler Shell and Tube Assemblies; Reefer Salt Water Cooling Piping and
Condensers; Steam Kettle Steam Supply and Condensate Return Piping.
(4) Overhaul: Warping Capstan Assembly; Anchor Windlass Assemblies, No
1 and N0 2 M.S.D. Pumps. (5) Provide Temporary Messing; Temporary
Berthing; Temporary Logistics. Indefinite Items include: (1) Welding
Repairs. (2) Additional Temporary Messing, Berthing and Logistics.
Vessel's homeport is New Castle, NH. Vessels availability schedule is
15 Apr 1996 for 42 days. The place for performance is geographically
restricted to the vessel's homeport. There will be a non-refundable
charge of $100.00 required in the form of a certified check or money
order payable to the U.S. Coast Guard for requested drawings. All other
referenced documents are available for viewing at Building 400N,
Governors Island, NY. Funds are not presently available for this
procurement. The government's obligation under this solicitation is
contingent upon availability of appropriated funds from which payment
for contractual purposes can be made. The proposed contract listed here
is part of the Small Business Competitiveness Demonstration Program.
Plans and Specifications will be issued on or after 20 Feb 96. All
responsible sources may submit a bid which shall be considered by the
United States Coast Guard. For Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
