Nuclear Regulatory Commission (NRC) conducts urinalysis testing to
detect and deter illegal drug usage by its employees, applicants, and
occasionally, NRC contractor personnel. NRC conducts six types of
testing: (1) random; (2) reasonable suspicion; (3) applicant; (4)
accident or unsafe practice; (5) voluntary; and (6) follow-up,
following rehabilitation/counseling. The Contractor shall provide for
initial and confirmatory testing, analysis, and storage of split
specimens of all employee/applicant/contractor personnel urine samples
on a nationwide basis. The Contractor shall assist the NRC in
implementing the ''NRC Drug Testing Program'' in compliance with
Executive Order 12564 and the Department of Health and Human Services
(HHS) Mandatory Guidelines for Federal Workplace Drug Testing Programs,
dated June 9, 1994. The Contractor must currently be certified by the
Department of Health and Human Services to perform urine drug testing
for Federal agencies. The Defense Nuclear Facilities Safety Board will
also be supported under this contract. The period of performance is
two years, with three one-year options. A fixed-price requirements type
contract is anticipated. The Standard Industrial Classification code
for the services required is 8071. This proposed procurement is under
a 100 percent small business set- aside. The small business size
standard is average annual receipts for the preceding three fiscal
years not-to-exceed $5.0M. Urine specimen testing is currently being
performed by Northwest Toxicology, Inc. under NRC contract number
NRC-10-93-130 which expires 09/13/96. Interested firms should submit
