BUSINESS SET-ASIDE. The small business standard for SIC code 8741 is as
follows: Average annual receipts for the past three years may not
exceed $5,000,000. The National Cancer Institute, Grants Administration
Branch (GAB), requires administrative support services. The GAB work
flow includes the following: All applications for NCI grants and all
official NCI funded grant files are maintained in the Records
Management Center (RMC). The grant files on hand are not static but
continually flow in and out of the RMC during the award process and at
various other times when administrative actions are necessary. In
addition, terminated research contract file folders in the closeout
process from the NCI Research Contract Branch (RCB) are also maintained
in the RMC. The awards process consists of a series of activities and
actions which GAB staff perform in order to fund approved grant
applications. Competing and non-competing applications which have been
approved for pay require different types of actions during the
application and award process, all of which generate activities in the
Awards, Records and Control Team (ARC). The ARC encompasses three main
functions: Obligation of Grant Funds, Maintenance and Security of
Official Grant Records, and Maintenance of the Internal Grant Control
System. The objective of the current procurement effort will be: 1) To
maintain up-to-date individual paper-base application and grant record
files which are available to users when needed; 2) To maintain official
Electronic Image Management system of grant records; 3) To convert
paper-based grants documents to an electronic scanning and indexing
media; 4) To ensure that all appropriate grant file material ia
promptly scanned, indexed and that paper-based documents are filed in
prescribed sequence and order in file folders; 5) To expedite the
processing of grant applications for funding actions, avoiding
unnecessary delays in meeting deadlines; 6) To ensure that grant file
locations are tracked through an automated tracking system; 7) To
assure security for all grant and contract files; 8) To produce, copy
and mail Notice of Grant Awards that are accurate and timely; 9) To
maintain computer data files which are up-to-date and accurate; 10) To
expedite the closeout process and removal from the GAB active grants
records system, the paper-based unfunded and expired grant records; 11)
To expedite the removal from the RCB active contracts records system,
the unfunded proposals for Requesting for Proposals (RFPs) and expired
contracts which have completed final records processing. The contract
type is a Fixed Price Contract for a period of one year with options
for four additional one-year periods. If you wish to receive a copy of
