Administration, Southwest Region, intends to solicit and award a
contract to install the ``plants'' portions of Instrument Landing
System (ILS) and Medium Intensity Approach Lighting System with Runway
Alignment Indicator Lights (MALSR) serving runway 22 and an ILS
localizer serving runway 4 at Amarillo International Airport, Amarillo,
Texas. Work includes installing asphalt access road, concrete
foundations, power and control cables and trenching, concrete
handholes, electrical racks and providing all electrical work to
provide a fully operational system. Estimated price range is between
$500,000.00 and $1,000,000.00. The proposed procurement is unrestricted
regarding business size. The BOD is an approximate date only. The
Standard Industrial Classification Code for this procurement is 1611
and 1731. For Minority, Women-owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization has programs to assist minority,
women owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
up to provide accounts receivable financing. The maximum line of credit
