The Naval Medical Logistics Command is soliciting best value offers for the site services, maintenance of hardware and software upgrades for Hewlett Packard gas chromatographs with mass select detectors (models 5890/5890A/5890 with 5970/5970A/5970B/5971/5972A detectors) with associated accessories including computers, injectors, autosamplers, controllers, etc. Units must be maintained in accordance with Food and Drug Administration Current Good Manufacturing Practices. The offerors must use original Hewlett Packard equipment parts. All moving parts must be new. Circuit boards may be replaced with either new Hewlett Packard parts, or Original Equipment Manufacturer's factory refurbished parts. Offerors must have a demonstrated, documented current capability to service large production multi-shift production laboratories. Offerors must demonstrate in their proposals an ability to acquire replacement parts. Offerors support personnel must have an inventory of parts sufficient to ensure a rate of repair on first call of greater than eighty (80) percent. Offerors' support personnel must provide evidence of training in repair of specified equipment. Offerors must have demonstrated multiple site support for at least ten GC/MS units at each site, with favorable military recommendations.
