This solicitation is issued on the basis of full and open competition. To be considered an equal, vendor must submit six (6) test panels in accordance with DOD specification # DOD-P-16232. The test panels must meet all quality assurance provisions of DOD-P-16232. If panels meet all QA provisions, products will be considered for award. If the test panels fail any of the QA provisions of DOD-P-16232, the products will not be considered for award at this time. Future testing will be considered for future procurements.
