The Advanced Guidance Division, of the Wright Laboratory' Armament Division, is contemplating the award of a 39-month program to develop, design, and demonstrate Conformal Array Seeker Technology (CAST). Reference the CBD announcement letter for more details: Unclassified Synopsis No. MNK-96-006, published 18 December 1995. The Conformal Array Seeker Technology program will consist of a basic contract to design, develop and demonstrate an electronically-steered active conformal array antenna seeker breadboard applicable for missile guidance. The program will have an option for the passive conformal array antenna seeker breadboard. A cost plus fixed fee contract valued at approximately $2,000,000.00 - $3,500,000.00 is envisioned for this requirement. Foreign firms are excluded from participation in this effort. Respondents to this notice must include complete address information to the office indicated below in order to receive any supplemental packages/amendments to the solicitation. All respondents shall include their assigned Commercial and Government Entity Code. Firms having applicable interest who did not respond to the Sources Sought synopsis should submit capability and background particulars in accordance with Numbered Note 25 to WL/MNK, Eglin AFB FL 32542-6810, Attn: Dana Sillars. Responses to this synopsis should be received within 15 days from date of publication. Firms responding to this synopsis should state whether they are or are not a small business concern as defined in FAR 52.219-1 (Size standard 500, SIC code 8731). The Air Force reserves the right to consider a small business set-aside based on responses hereto. Research and Development Streamlined Contracting Procedures (RDSCP) apply to this acquisition in accordance with DFARS 235.70. A standard request for proposal (RFP) will not be issued and award without discussions is contemplated. The solicitation is scheduled for release on or about 20 February 1996 and will appear in a subsequent edition of the Commerce Business Daily. Proposals will be due 30 days after issuance of solicitation. It is anticipated that award with occur in June 1996. An ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. All potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the Ombudsman.
