406/723-8213. MSE Technology Applications, Inc. in Butte, Montana,
operates the Department of Energy's (DOE) Western Environmental
Technology Office (WETO) under Prime Contract DE-AC22-88ID12735. MSE
Technology Applications, Inc. has available a Request for Proposal
(RFP) for the demonstration of technologies intended to economically
recover resources from acidic, heavy metal-laden aqueous solutions as
part of the DOE's Resource Recovery Project. DOE has identified heavy
metal contaminated water as a significant technical issue. This is an
announcement of the potential for awards of subcontracts. The RRP will
evaluate, test, and demonstrate innovative technologies for the
reclamation of water and the recovery of metals/minerals from dilute
heavy metal aqueous solutions. The RRP's purpose is to demonstrate new
and innovative resource recovery technologies at bench and pilot
scale. The RRP gives preference to technology providers willing to
share costs of their demonstrations. The test bed for the project is
the Berkeley Pit in Butte, Montana. The Berkeley Pit is an inactive
open-pit copper mine containing heavy metal-laden, acidic water.
Evaluation criteria for technology selection are detailed in the RFP
and include: 1. Resource recovery effectiveness. 2. Engineering
completeness. 3. Need and readiness for demonstration. 4. Anticipated
economics. 5. Experience and qualifications. 6. Cost sharing. Under
this solicitation, the RRP has approximately $2 million available to
fund from three to six technology demonstrations. Technology
demonstrations will be conducted during Fiscal Year 96. The Technology
Provider will provide engineering and technology demonstration
services in conjunction with MSE personnel to demonstrate the selected
technology or system. The Technology Provider will supply all hardware
and equipment necessary for the process. MSE technical support services
are available (subject to negotiation) to assist the technology
provider with demonstration hardware development. Support is optional
and is intended to assist small companies with limited resources. An
initial bench scale demonstration of emerging technologies which show
promise may be proposed as an alternative to a pilot scale
demonstration. Support may be available to develop/demonstrate
technologies through the bench scale phase at the proposers' facility
or the WETO Facility. Procedures are in place to protect proprietary
information and intellectual property rights of proposers. The RFP is
open to all technologies and all business concerns. This is an
