This procurement is to be made in accordance with DFARS Subpart 235.70, Research and Development Streamlined Contracting Procedures. Offerors are advised that a conventional solicitation will NOT be issued but that the solicitation will appear in a subsequent edition of the Commerce Business Daily (CBD). The objective of this effort is to develop mathematically rigorous, operationally accurate, scientifically correct, and user-oriented products for understanding and employing nuclear weapons on the battlefield. This is accomplished by producing a windows electronic version of the most current version of Manual Joint Publication 3-12.2 that details tactical nuclear targeting. The beta-tested windows version should be one that optimizes the damage caused by delivery of many nuclear weapons combined with a similar product using strategic targeting methodology, using the latest strategic targeting documents including updated corrections. Offerors must provide address information to the contract negotiator in order to be included on the mailing list in case any supplemental package and/or amendments are issued to the solicitation which will appear in a subsequent edition of the Commerce Business Daily.
