510/486-6743. The University of California, Ernest Orlando Lawrence
Berkeley National Laboratory (LBNL), which is operated under Prime
Contract DE-AC03-76SF00098 with the US Department of Energy (DOE),
intends to subcontract for Electrical Engineering Services, on an
indefinite quantity basis, to support LBNL's Facilities Department.
This is not a request for quotation. It is an announcement for
subcontracting opportunities with the University of California, Ernest
Orlando Lawrence Berkeley National Laboratory. It is the intent of the
LBNL to select three (3) Engineering firms and enter into subcontracts
with each firm to perform electrical engineering services, on an
indefinite quantity basis. The subcontracts will be for a one year
period, with an option, at the sole discretion of the University, to
extend for up to three additional one year periods. It is anticipated
that one or more task assignments, of no guaranteed amount or duration,
will be issued under the subcontracts for each year they are in effect.
The tasks will be performed on a lump sum or hourly rate basis, and
will vary in complexity and duration. The total dollar value of tasks
issued for any one year under each subcontract will not exceed
$100,000. Issuance of subcontract tasks will be contingent upon future
receipt of federal funding. The University makes no guarantee as to
the dollar value or number of task assignments to be authorized
pursuant to the award of the subcontract. The engineering firm and its
subsidiaries or affiliates shall be excluded in the award of any
construction contract that is based on the engineer's design, reference
FAR 36.209. Scope of Services: The Berkeley National Laboratory is a
large diversified research facility consisting of over 80 buildings
spread over 130 acres of hilly terrain. LBNL has need for electrical
engineering services to support its general plant activities and
projects. The work may include but is not limited to electrical system
studies, conceptual design reports, cost estimates, value engineering,
schematics, design development, construction documents, and
construction services for the following areas: o Medium and low voltage
power distribution, with SCADA monitoring o Fire alarm systems
including a micro processor based proprietary loop fire alarm system
that interfaces with a Pyrotronic control console in accordance with
the LBNL furnished format. o Perform electrical system studies
including but not limited to short circuit, protective relay
coordination, steady and transient state voltage drop,
transient/harmonic analysis, power factor correction, grounding step
and touch potential using state of the art software(s), preferably
Dapper and Captor. o Design equipment control schematics diagrams with
interface to the Energy management system. Minimum Requirements: In
order to qualify, candidates must meet the following minimum
requirements: a. Location: The primary firm and all of its
subconsultants (if any) must be located within fifty (50) air miles of
Berkeley, California. b. Principal: The principal of the firm is
required to be an electrical engineer registered in the State of
California. The Principal will direct the work and is responsible for
quality assurance. c. Documentation Compatibility: The primary firm and
sub consultants must be able to generate, receive, or convert documents
into Microsoft WORD, Microsoft EXCEL and AutoCAD (version 12) is
preferred. Selection Criteria: For firms meeting the above minimum
requirements, the following criteria shall be the basis of selection.
The criteria are listed in descending order of importance. 1. The
qualification and experience of the personnel assigned to perform work
under the subcontract. Responding firms shall state the responsibility
of each assigned project member and discuss their duties and
responsibilities for those projects listed under Section 8 of the
SF-255 form. 2. The overall experience and technical competence of the
firm in comparable work. 3. Illustrate past performance with design
schedules and budgets for all project's in similar scope and complexity
within the last five (5) years. List projects comparing planned vs.
actual schedules and budgets, include explanations for the changes.
Past record in performing work for DOE, other government agencies,
University of California, other universities, and private industry. 4.
The ability of the primary firm to further the University's small
business objectives by virtue of its size, and/or to further the
University's disadvantaged or woman-owned business affirmative action
objectives by virtue of its ownership. Small businesses are defined in
accordance with the Small Business Administration's Standard
Industrial Classification (SIC), code 8711. Firms that have annual
receipts averaging $2.5M or less, for the preceding three fiscal years,
are considered small businesses. Interested firms meeting the
requirements described above must submit four (4) completed copies each
of US Government Standard Form 254 and 255. They may also submit four
(4) copies of any supplemental information necessary to further address
the Selection Criteria. Submissions: Submissions must be received by
4:00 p.m., Friday, March 1, 1996. Submissions that are received after
the time and date specified or with insufficient copies of the 254/255
forms will not be considered. Facsimile copies of the submittal will
