C -- INDEFINITE QUANTITY OPEN END ARCHITECT & ENGINEER (A&E) CONTRACT FOR FY 96-97 SOL F19650-96R0051 POC Stephen J. West, Contract Specialist, 617-377-2447, Rhonda J. Chavez, Contracting Officer, 617-377-2949. This will be an indefinite delivery indefinite quantity contract for the purpose of maintaining and updating the Base Comprehensive Plan (BCP) digitial files. These files comprise a Geographic Information System (GIS) and contain planimetric, utility, and planning information in the form of CADD design and non-graphic database files. In addition, there will be a requirement for the production of a General Plan type document. Work consists of all services required to create the General Plan document as well as update the existing graphic and non-graphic portion of the BCP. More specifically, but not limited to, surveying, CADD drafting, plotting, data collection, and datbase manipulation and programming at Hanscom AFB (HAFB), MA. The following are significant factors for evaluation (in order of importance): (a) The ability to work with HAFB's target computer graphics system, i.e., Intergraph workstations using the most current versions of MGE, MGE VistaMap, MGA GIS products with an Informix database; (b) Past experience of the firm in the production of Air Force Planning Documents in accordance with Air Force instructions, regulations, manuals, and bulletins; (c) The ability of incorporating planning information into the target GIS; (d) Specialized experience of the firm; (e) Quality of work based on past performance; (f) Professional qualifications of the firm; (g) Ability to accomplish the work within the required time; (h) Availability of experienced personnel during performance period; (i) Location of the firm; (j) Previous experience with DOD; and (k) Minority consideration if applicable. All responses which do not show the ability to work directly with the target computer graphics system, as specified above, will be considered non-responsive. This will be an indefinite delivery indefinite quantity A&E contract for two years, consisting of a base year and one option year. The contract will have a guaranteed amount of $5,000 and a maximum fee of $500,000 per year. Individual delivery orders may not exceed $299,000. The estimated start date for the contract is May 1996.
