This is a presolicitation notice for the Operation and Maintenance of
Administrative Telephone Systems at Fort Monroe, Fort Story, Fort
Eustis, Fort A.P. Hill, and Fort Pickett, Virginia; Fort Knox,
Kentucky; Fort Indiantown Gap, Pennsylvania; Fort McCoy, Wisconsin;
Fort Ritchie, Maryland; Fort Buchanan, Puerto Rico; DMATS Saint Louis,
Missouri; and Fort Sam Houston, Texas. The Government intends to
consolidate these requirements to the extent practicable. These
requirements will be awarded via a SMALL BUSINESS SET ASIDE vice the
previous Small Disadvantaged Business program due to the suspension of
this program by memorandum dated 23 October 1995 by the Under
Secretary of Defense for Acquisition and Technology. The requirements
consist of a base year plus four one-year options beginning on or about
1 October 1996. NO SOLICITATION IS CURRENTLY AVAILABLE FOR RELEASE. The
RFP (to be released in late February or early March) will be paperless
and will be released using the Electronic Bulletin Board System
(EBBS). The Draft Statement of Work (SOW) placed on the EBBS will allow
prospective offerors an opportunity to successfully upload/ download
documents and to correct any hardware and software problems encountered
when interfacing with the EBBS prior to the actual RFP release. The
Draft SOW will be in MS Word and will be on the EBBS on or about 11
January 1996. Industry comments on the SOW and Specifications are
requested not later than 5 February 1996. A computer with a minimum of
8MB RAM, is required, but 16MB RAM is recommended. The Bulletin Board
can be accessed by dialing the EBBS, using any communication program,
ANSI VT00 or RIPGRAPHIC. Use phone numbers (520) 533-0132 thru 0139.
Modems should be 28800 baud. Login as a new user, create your own
password, and use it each time you login. The first time you login you
will be given 30 minutes of access time. The following day you will be
given full access as you are upgraded to a customer, however, we
