Officer, (405) 734-9773. The Government has a requirement for
contractors to perform the tasks of engineering, furnishing materials,
installing, testing (EFI&T), and providing support construction for a
wide range of Command, Control, Communication, and Computer (C4)
systems. A single C4 Outside Continental United States (OCONUS)
Services Contracts is planned. Workload is anticipated in, but not
limited to, the following locations: Germany, Italy, United Kingdom,
Turkey, Spain, Greece, Belgium, Netherlands, Denmark, Luxembourg,
Japan, Korea, Guam, Hawaii, Alaska, Portugal, Iceland, and Greenland.
Except for Government Furnished Property (GFP), the contractor shall
furnish all labor, tools, equipment and material necessary to
accomplish the requirements. The contractor may be installing GFP in
support requirements. The contract term shall be for a basic one year
period with two one-year option periods. The contract type shall be
firm-fixed price, Indefinite Delivery/Indefinite Quantity. We
anticipate release of the draft Request for Proposal (RFP) on or about
the 1st of March. The Government has currently issued questions
requesting industry feedback on pertinent acquisition issues. The
questions and the draft RFP can be accessed for viewing and comment on
the (1) Hanscom Information Highway, by dialing via modem (617)
377-1487. The information will be in the folder labeled C4 Services
OCONUS. The draft RFP in Microsoft Word for Windows (Version 6.0) on
diskette will be mailed to vendors whose requests are submitted in
writing. Hard copy(s) will only be mailed out upon specific request.
The draft RFP can be obtained by written request to 38th LS/LGCVE, 4008
Hilltop Rd, Suite 112, Tinker AFB OK 73145-2713, Attention: Captain
Bill Hickman or Ms. Denise Howard. Comments on the questions and the
draft RFP can be submitted electronically via the same BBS or written
responses may be sent to the same address listed above. Comments on the
questions are requested by February 16 and all comments on the draft
RFP must be received no later than March 25. The Government anticipates
conducting market research interviews with potential contractors
desiring to conduct one-on-one meetings with the Government officials.
The purpose of the market research will be to better understand
industry practices and streamline the procurement process. These
discussions will occur during the time while the draft RFP is being
reviewed by industry. We anticipate this period being from March 4 - 8.
We will be providing detailed guidance for those parties interested in
participating with the issuance of the draft RFP. The anticipated date
for release of the final RFP is on or about April 96. All sources
responding must indicate if they are a large or small, disadvantaged
and/or woman-owned, and U.S. or foreign-owned/controlled business.
Foreign contractors are not authorized to compete as a prime
contractor. For this synopsis, a concern will be considered small if
its average annual income revenues over the past three years have not
exceeded $7.5 million. Standard Industrial Classification (SIC) code
