requirement to establish a contract for Contractor Logistics Support
(CLS) and Total Contractor Training (TCT) for the C-5/C-141 Aerial
Refueling Part Task Trainer, to include the services of an Air Force
qualified C-5/C-141 flight instructor. The operation of a Training
System Support Center (TSSC) located at Altus AFB, OK will also be
required. There may be an as-needed requirement to move the trainers to
different locations. The contract will be written for one (1) basic
year and three (3) option years. This effort will begin about 1 Oct
1996. The ARPTT systems are located at six (6) sites within the
continental U.S. (McGuire AFB, NJ; Charleston AFB, SC; Dover AFB, DE;
Travis AFB, CA; McChord AFB, WA; Altus AFB, OK). This will be a lowest
cost technically acceptable selection. The request for the technical
volume and past performance information will be out the first week in
March 1996. The request for cost proposals will be sent to the
technically acceptable offerors in mid-June. We anticipate a Fixed
Price contract, with possible award fee. We will establish an
opportunity for a site visit at Altus AFB, OK in February 1996. We will
process all future information, and answer all questions on this
effort, via the Hanscom Electronic RFP Bulletin Board (HERBB). You can

No telephone requests. Only written or faxed requests received
directly from the requestor are acceptable. All responsible sources
solicited may submit a bid, proposal, or quotation which shall be
considered. Requests for copies of solicitations must reference the
entire solicitation number, including purchasing office identification
number. To expedite your request, limit the number of individual
solicitation numbers requested per letter to not more than 10. Don't
request information on this requirement until after the issue date. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor, concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
