Contract Specialist. The U.S. Army Corps of Engineers, Philadelphia
District, intends to award a firm, fixed price contract for lawn
maintenance services. The work is to be performed at the Blue Marsh
Lake facilities located in Leesport, Pennsylvania. The period of
performance is to commence on or about 1 April 1996 through 15 November
1996 with Four (4) Option Years. The work is to be performed in
accordance with the terms and conditions as stated in the solicitation.
An award will be made to the offeror whose proposal provides the
greatest overall value and is the most advantageous to the Government.
Although cost is one of the factors for evaluation, it is not as
important as technical competence. Offerors shall submit their
proposals in two separate parts; a cost proposal and a technical
proposal. Each technical proposal shall be evaluated on the basis of
the following factors listed in ascending order of importance (the
subfactors within each factor are listed in descending order or
importance): A) Managerial/Organizational Capability - 1) Demonstration
of project managerial ability through documented history of timely and
successful completion of past janitorial and lawn maintenance service
projects 2) Demonstration that adequate supervision, staff, and
employee resources will be allocated to satisfactorily perform required
services 3) Demonstration that current contracts and obligations will
not impede timely and successful completion of contract requirements 4)
Demonstration of ability to respond quickly to park Manager's concerns
and inquires and contractor's willingness to communicate with Park
Manager on a regular basis throughout the term of the contract. B)
Prior Experience 1) Demonstration of at least three (3) years of
experience in the lawn maintenance of public parks or recreation areas.
Provide references on previous accounts 2) Demonstration of at least
three (3) years of experience in providing general lawn maintenance
services. Provide references on previous accounts. C) Demonstrate the
equipment capabilities that the contractor will use on site to meet
contract requirements for Lots I and II. D) Qualifications of
Staff/Personnel 1) Demonstration that all employees assigned to this
contract possess at least one (1) year of prior experience in lawn
maintenance of public parks or recreation areas 2) Demonstration that
all employees assigned to this contract possess at least one (1) year
of prior experience in performing general lawn maintenance. E) Quality
of Technical Proposal 1) Demonstration of detailed plan for
performance of lawn maintenance for Lots I and II of the contract.
Solicitation No. DACW61-96-B-0026 will be issued on or about February
13, 1996 with a closing date of March 14, 1996 at 1115 hours at the
