Specialist, M. A. BARNARD, 805-982-5094 The U. S. Navy desires to enter
into an agreement with private industry for up to 25 years to obtain
base wide energy conservation measures under an energy savings
performance contract (ESPC). The site is located at Naval Surface
Warfare Center (NAVSURWARCENDIV), Crane, Indiana. Crane Indiana is
located approximately 30 miles south of Bloomington, Indiana. The major
missions of NAVSURWARCENDIV are ordnance production and storage,
electronics development,and repair and maintenance. Examples of what
the Navy plans to obtain under the ESPC are energy management control
systems, direct digital control (DDC) systems, and boiler systems
replacement/improvements. The majority of the lighting fixtures have
been retrofitted. The contractor will be responsible for all design,
installation, operation, maintenance and repair for all energy
conservation measures under the planned contract. The Navy anticipates
award of an indefinite delivery/indefinite quantity (IDIQ) contract.
Delivery orders issued will be fixed priced with monthly payments based
on projected energy savings. A Pre-proposal Conference and site visit
is planned for Tuesday, March 19, 1996, to be held at Building 1909,
NAVSURWARCENDIV, Crane, IN. The conference will begin at 8:00 A. M. and
conclude at approximately 5:00 P. M. Any firms interested in the
proposed contract are urged to attend. The purpose of the conference is
to discuss the proposed contract and tour the facility. No other access
to the facility will be available until a contractor is selected. Only
those firms on the 1996 Department of Defense(DoD) qualified list of
ESPC contractors are eligible to receive award of an ESPC for a DOD
activity. Only written requests for the solicitation and to attend the
conference will be honored. Facsimile requests are acceptable and
