labor and materials required for the construction of a new U.S. Border
Station, Phase I, in Santa Teresa, NM. Work includes, but is not
limited to, site clearing and regrading of the site, other development
at the site including pavement, utilities, fencing, landscaping and
irrigation, new structures and appurtenances including building for
Administration, primary inspection, secondary inspection, dog pen, line
release inspection, empty truck inspection, cargo building, bulk
inspection, import dock, export dock, and various booths. There are two
options that may or may not be exercised. Option No. 1 is to construct
a new export dock. The work includes construction of a canopy
structure, concrete dock, site work, driveway paving and utilities.
Option No. 2 is to construct a hazardous material containment area. The
work includes construction of a canopy structure, containment pit,
holding tank, pavement and booth. Pre-Solicitation notice will be sent
on or about 2/1/96. Estimated cost range is $5,000,000 to $10,000,000.
Project No. INM88903, Solicitation No. GS-07P-96-JUC-0013. This project
is being procured using informal Source Selection procedures which will
result in a firm-fixed price award to the offeror which provides the
''greatest value'' to the Government with technical ability being more
important than price. The Source Selection evaluation factors are
listed in the specifications in the order of importance. There is a
NONREFUNDABLE fee of $50.00 for the specifications and drawings. Make
certified check or money order payable to: General Services
Administration. NO PERSONAL OR COMPANY CHECKS WILL BE ACCEPTED. Large
businesses are required to submit a subcontracting plan as specified in
