for the renovation work include, but are not limited to: (1)
Modifications to interior masonary and drywall partitions, interior
doors, and glass view panels. (2) Installation of vinylsheet
flooring.(3) Installation of lab casework furnished by he Government.
(4) Painting and application of sealants for the biocontainment of
Biosafety Level 3 labs. (5) Cutting concrete roof deck for the
installation of ductwork and subsequent repair of the existing silicone
roofing system. (6) Addition of rooftop air handling units and water
chiller. (7) Testing, adjusting, and balancing multiple zoned
laboratories. (8) Improvements to plumbing, lab gases, and electrical
installations. In order to quality for award, the successful bidder
must satisfy special standards of responsibility as follows: (1) The
contractor must have testing and balancing employees available for
emergency response during the contract period of performance. Employees
must be on-site within 2 hours notification by CDC. Failure by
contractor to respond within two hours may be cause for termination of
contract. (2) Contractor must ensure that all laboratory and office
spaces on the third floor of Building 5 have proper directional airflow
prior to 6:00 A.M. of each Government workday. (3) All mechanical shop
drawings and testing and balancing documentation must be stamped by a
Professional Engineer licensed in the State of Georgia. (4) The
Testing, Adjusting, and Balancing (TAB) contractor must provide
documented experience for the following: (a) Minimum 3 years in
business performing TAB services on research laboratories. (b) TAB
experience with research laboratories over 1,500 net square meters. (C)
TAB experience rebalancing existing and operating laboratories. (d) TAB
experience with multi-story, multiple zoned laboratory facilities. (5)
All testing and balancing on-site supervision must be performed by
personnel that meet the following criteria: (a) Current members of one
of the two organizations listed: Associated Air Balance Council
(AABC), or National Environmental Balancing Bureau (NEBB). (b) Minimum
3 years experience as a TAB supervisor. (6) Contractor must be capable
of performing all work involving temporary shutdowns of existing air
handling systems, exhaust fans, and utilities during weekends (between
Friday 6 P.M. and Monday 6 A.M.), and during Government non-duty
hours. Government duty hours are 6 A.M. - 6 P.M., Monday through
Friday, except Federal holidays. This procurement is UNRESTRICTED. Cost
range for this requirement is between $500,000 to $1,000,000. Bid bonds
will be required. Subsequently, Payment and Performance bonds will be
required from the successful offeror. Solicitation package will be
available on or about March 19, 1996 for a nonrefundable fee of $75.00
per package. Only written requests with payment will be honored.
