66 -- PLASMA ARC HAZARDOUS WASTE TREATMENT SYSTEM SOL N00014-96-R-CR01 POC Alan W. Crupi, contract Specialist, Code 3220.CR, Contracting Officer, Wayne A. Carrington (202) 767-2550. This modification is issued as a correction to the previous CBD announcement issued 29 Sept 1995. The Naval Research Laboratory (NRL) has a requirement for the design, construction, and potential installation of a plasma arc hazardous waste treatment system (PAHWTS) at a Department of Defense facility located in the Hampton Roads, Virginia area. The objective of the project is to establish a facility that is capable of processing mixed solid and liquid hazardous materials on a production basis and to obtain operational data necessary to establish the environmental and cost effectiveness of the process. The actual installation of the PAHWTS is contingent on completion of National Environment Policy Act (NEPA) documentation and issuance of a Record of Decision or Finding of No Significant Impact, as appropriate. The PAHWTS must be a complete system and shall include, but not limited to, the following subsystems: (1) feeder, (2) primary processing chamber containing the plasma torch, (3) slag collection chamber and extraction mechanism, (4) secondary combustion chamber, (5) gas and particulate scrubber system, (6) power supply, and (7) control and data acquisition subsystem. The feeder shall be capable of receiving drums containing liquid or solid hazardous waste up to 55 gallons in size. The primary processing chamber shall contain a DC plasma torch capable of continuous operation at a power level of at least 500 kilowatts. The secondary combustion system shall have the capacity of treating the gases that are produced from the thermal destruction of 600 pounds per hour of organic material in the primary processing chamber, the heat source for the secondary combustion chamber shall be either a plasma torch or resistive heating elements and not a fuel-fired burner. The types of hazardous waste to be introduced into the system include lead-base and metal-oxide-containing paint, oil, dirt contaminated with oil and other organic liquids, cloth rags contaminated with oil and solvents, batteries, battery fluid, petroleum distillates, plastic media blast material, electroplating sludge, solvents, and glass. The emissions from the PAHWTS during treatment of any single or group of the above materials shall consist only of particulate-free gases and a vitrified solid bag. The gaseous emissions from the system shall be non-hazardous and non-toxic, and the system shall comply with all regulations under the Clean Air Act. The PAHWTS shall be capable of being operated on a continuous, 24-hour-per-day, basis and shall be capable of processing the above materials at an average rate of at least 600 pounds per hour. The system must have a minimum of a one year warranty on all parts and labor. Potential offerors must have previously demonstrated the ability to design and construct complete plasma arc systems for the destruction of organic and inorganic solid waste and to have placed such systems outside of the offeror's own facility. It is anticipated that this procurement will be a Cost Plus Fixed Fee completion contract. Completion is estimated to be approximately 365 days after receiving order.
