The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD, has a requirement for technical and operational support on behalf of the Atlantic Ranges and Facilities Department. The Atlantic Ranges and Facilities Department provides support to other Enterprise/Program Teams such as E-2C MCU, SH-60, Exec Helo, T-45, AH-1W, Joint Tactical Combat Training System, Tactical Aircrew Combat Training System, Large Area Tracking System, Test Ranges, Real-Time Telemetry Processing, Aircraft Instrumentation, Combat Env. Simulation, Propulsion, and Common Airborne Instrumentation System. Provided support includes: 1) Photogrammetrics: surveying, film/video reading, motion sequence analysis; 2) Engineering Tools and Analysis: specification verification and requirements validation, systems requirements analysis, technological evaluation, economic analysis, applied mathematical/engineering/statistical research and analysis; 3) Computation and Control; 4) System/Software Engineering: systems engineering configuration control, physical configuration audits, functional configuration audits, applications software development, post-flight data processing, data reduction and analysis, independent verification and validation; 5) Test and Evaluation: real-time flight test support, data reduction, data processing and analysis support; 6) Technical Support: project planning and coordination, project unique support (i.e., Airborne Instrumentation Facility, Transducer Calibration/Evaluation Laboratory, Telemetry Data Center, Chesapeake Test Range, Photo-optical Instrumentation Laboratory, Mechanical Design and Fabrication Facility, Electronic Instruments Calibration/Repair Laboratory, Aircraft Thrust Measuring Squad, Electronic Warfare Test Range). It is anticipated that a one year, cost plus fixed fee, level of effort contract with four-one year option periods will be awarded for the above effort. The estimated level-of-effort is 122,000 manhours/year for the Base Year and Option Year 1, 164,000 manhours for Option Year 2, 168,000 manhours for Option Year 3, and 208,000 manhours for Option Year 4. The anticipated award date is 31 JUL 1996, with a start date of 01 OCT 1996. The incumbent contractor is Keystone Computer Associates, Inc., 1055 Virginia Dr., Fort Washington, PA 19034 (N00421-92-D-0076).
