C -- OPEN END INDEFINITE DELIVERY A/E SERVICES SOL DAHA04-96-R-0006. Due 031196. Contact Point, Major Eric H McDonald, (805) 594-6251. Open End (Indefinite Delivery) contract for architectural/engineering services (Type A, B and at the Government Option, Type C Services) for design projects at six California Air National Guard Communications Sites, as may be ordered for a period of one year after contract award (with an option to extend for an additional year). The work will encompass the following ANG sites: North Highlands, Hayward, Sepulveda, Costa Mesa, San Diego and Mt Disappointment. The A/E will receive a minimum of $5,000.00 design fees, no delivery order shall be less than $5,000.00 or no more than $150,000.00 and total fees paid under the resultant contract shall not exceed $750,000.00 annually. Work will include preparation of plans, specifications, and cost estimates and back up on Disk (AUTOCAD) for each project. Projects may include repair, maintenance, alterations and construction of pavements, roofing, structural alterations of buildings (industrial and office buildings), rehabilitation of facilities, building additions, HVAC systems, utility systems, including electrical, gas and water, repair/replacement of heating and air conditioning, master planning, various surveys, etc. Evaluation and selection of the firm will be based on the following criteria: 1) Professional qualifications necessary for satisfactory performance of required services; 2) Specialized experience and technical competence in the type of work required; 3) Capacity to accomplish the work in the required time; 4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 5) Location in the general geographical area of the project and knowledge of the locality of the project; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and 6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; 7) Total dollar amount of DOD fees awarded in the past 12 months. Type of contract is indefinite delivery. This is an unrestricted announcement. The estimated start and completion dates of the projects are unknown at this time. Firms will indicate on their SF255's the total number of DOD awards within the past 12 months prior to the date of the announcement. Personal visits for the purpose of discussing the projects are discouraged.
