Architect-Engineering design services are required to Repair Primary Electrical Distribution System at Otis Air National Guard Base, Massachusetts. Project includes development of associated plans and specifications to be used for the upgrading/reconstruction of all base poll lines from current 5 KV to 15 KV class construction to include U.G. feeders and transformers. The magnitude of construction for this project is estimated to be between 1 million to 5 million dollars. Significant selection criteria in descending order of importance are contained in Note 24 of this publication with the following item added: Previous Air National Guard Experience. Completed plans and specifications shall be required on or about August 1, 1997, and the selected Architect-Engineering firm shall be awarded a negotiated firm fixed price contract with options. The scope of the work shall be to furnish all plant, labor, professional services, analysis, equipment, materials and performance of all necessary travel and associated services required to provide complete designs ready for advertising of the above listed project for construction. Completed facility shall include establishment of technical requirements, inventory of existing construction, performing load flow analysis, determine fault current levels, and submitting necessary illustrations and diagrams. Completed designs shall include site investigations as required, compilation of required data, technical analysis, development of design concepts and preparation of complete drawings, specifications and detailed cost estimates. All services and designs will be accomplished in autocad compatible format computer design and will be in accordance with professional engineering and electrical practices and supplementary instruction including Air Force Standards and Guidelines.
