all vessels, 1,000 gross tons and over and engaged in world ocean-borne
merchant vessel movements with accompanying vessel particulars. This
data will be provided on magnetic computer tapes in the following
format: (1) One tape per file, (2) ASCII, (3) Fixed record length, (4)
Tapes should be unlabeled, (5) 6250 BPI, (6) Data should contain no
signed or packed decimal fields. Documentation should accompany tapes
specifying characteristics of the data tape. MARAD intends to negotiate
only with Lloyds Maritime Information Services, Ltd. for one year plus
four one-year options under authority of FAR 6.302-1. No other
contractor in the field possessed the information that is available
from the contractor's vessels itinerary magnetic tape files. Sources
who think they have the capability to perform this requirement must
submit detailed qualification statements of their capabilities and
experience by February 12, 1996. A determination by the Government not
to compete the proposed requirement based on responses to this notice
