The work includes the replacement of the Pearl Harbor Navy Electrical System Supervisory Control and Data Acquisition (SCADA) System, complete with master station, remote operator workstation, engineering workstation, remote terminal units, connections to existing switchgear, replacement communications cables and communications terminal cabinets, and incidental related work. The new SCADA System shall provide interface with existing and future Government computers. The new SCADA System shall be based on an open-architecture design, to allow for future acquisition of vendor-independent hardware and software. The solicitation is a performance specification that represents the Government's minimum requirements. The contractor is responsible for and shall provide overall coordination and design of construction details (100% design drawings, shop drawings, etc.) and ensure satisfactory completion of a fully functional system covered under this contract. The solicitation utilizes source selection procedures which require offerors to submit a technical and price proposal for evaluation by the Government. The Contractor shall commence 40 calendar days after award and complete the work within 1096 calendar days after commencement. (Software and Hardware System Development, Manufacturing and Factory Testing - 365 days; Communication Cable Replacement - 183 days; SCADA System Replacement - On-Site - 183 days; One-year warranty period and maintenance services - 365 days.) Davis-Bacon Act applies to this solicitation. Estimated cost is between $1,000,000 and $5,000,000.
