The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station Panama City, Florida, intends to award a sole-source contract to BC Wire Rope (an authorized dealer/distributor of Puget Sound Rope) to procure Plasma 12 rope (Puget Sound P/N T320). Plasma 12 is the highest strength synthetic rope available. The Navy requires a high strength to weight ratio rope for the Submarine Personnel Rescue Flyaway Kit. The rope will be used as a deep water mooring system for the Atmospheric Dive System (ADS) project. The current mooring system for the Submarine Personnel Rescue Fly-Away Kit (SPRFK) is modified beach gear which is overweight, bulky, and diminishes submarine rescue capability. The Lightweight Mooring System (LMS) will provide a weight savings of 116,000 pounds over the present SPRFK and enable mobilization on a single aircraft. The current system requires more than one aircraft for mobilization. The LMS is a key link in the SPRFK. It directly increases the probability of a successful submarine rescue through time savings in mobilization and deployment. Increased flexibility results from a broader choice of aircraft and vessels for mobilization during the actual deployment of the Submarine Rescue Chamber. Some characteristics of the rope are as follows: (1) Diameter: 1.25'', (2) Average tensile strength: 165 ksi, (3) Weight/foot - .362 lbs/ft, (4) Specific gravity - .98, (5) Elongation at break - 3 to 4%. NAVSEA and COASTSYSTA have extensive operational and technical expertise in this field and have determined that BC Wire Rope is the only source capable of providing the required equipment. Twenty-four spools of rope shall be delivered to the Deep Submergence Unit, NASNI, San Diego, California within 60 days after contract award. Note 22 applies. (0032)
