intends to award a sole source contract to Hughes Missile Systems Co.
for 2 (ea.) Semi-Smart Captive Air Training Missile (SSCATM)
modification kits. The SSCATM is a captive missile that incorporates an
electronics module and a specially engineered ballast into a Captive
Air Training Missile (CATM) in order to simulate the presence and
responses of a live AMRAAM missile. SSCATM is a valuable training
device that maintains the same shape, weight, center of gravity, and
captive carry characteristics of a live weapon, with the added
capability of providing actual AMRAAM communications to the aircraft
and pilot.. The contractor shall provide and install modification kits
to convert the CATM-120 (-106 configuration) to the Semi-Smart
configuration. The kits shall consist of electronics with embedded
software to enable the unit to simulate a missile response to an
aircraft or test set Built in Test interrogation and necessary cabling
to connect the electronics package to the missile umbilical. The
modification kit shall also include a replacement ballast capable of
housing the electronics and shall maintain the original weight and
center of balance of the CATM-120B (-106 configuration). The
modification kit electronics shall be capable of being set by a SSCATM
Mode Selector to return GOOD, FAILED, or DEGRADED response mode as
defined by the latest interface specification (DS-32050-682 with SCNs)
approved by the government when provided a BIT interrogation. The
contractor shall validate and verify the integration of the performance
of the modification kit prior to initial delivery. This shall consist
of a combination of testing and analysis to verify proper execution of
BIT cycles, retention of applicable CATM mass properties relevant to
a captive carry mission, and durability of the modification kit under
the environmental conditions to be experienced during captive carry
flight This synopsis is for planning purposes only and shall not be
